Victor is going to Chelsea

Today the Wigan chairman, David Whealan, has said they will sell Victor Moses for the correct fee. Wigan have already rejected two bids from Chelsea both of £3million and then £7million. But according how Whelan was speaking it did look like they will sell him. The winger has one year left on his contract and Wigan want £12million. The winger had the most efforts on target without scoring a goal but in the end he scored eight goals but that award went to Stewart Downing!
The Wigan winger has been linked with many clubs like Chelsea,Liverpool and Tottenham. Because if Liverpool are linked with a player so are Tottenham. But my question is are Chelsea going to be a tall and strong team like in the past or be small and play good football.
