Carroll:" I wont sign for West Ham permanently

Could this move still happen?
Andy Carroll has said to the public about his speculation about his rumoured loan deal to West Ham and said "I wont sign for West Ham permanently". Carroll has been linked with a move away from Anfield just 18 months before he made the switch from Newcastle to Liverpool for a whopping £35million! But after scoring only 11 goals in 56 games has not expressed the Liverpool fans and the manager. But Rodgers has said "he doesnt suit his football" because of his big and aerial ability.
But West Ham are offering a £2million loan deal and they will consider a £17million deal at the end of his spell. But Carroll would rather consider a permanent move back to his former club Newcastle but today was the last day that Demba Ba release Claus of £7million. So now Liverpool either want £10million and Demba Ba or just £20million up front.
